Mr. President:

On behalf of the Consent of the Governed Family, and the thousands of concerned citizens from all walks of life around the country who have worked to develop and sustain our initiatives for forty years, we thank you for the dedication and love that motivated you to seek the Office of President of the United States of America.

We hope that you, as President, will vigorously confront the issues of the day and connect the dots between unresolved issues rooted in the 18th, 19th and 20th Centuries and drugs, the business of drug monies and the factors contributing to them. As you know, twelve of our previous Presidencies (1943-2008) have played a major role in giving us this massive moral imperative while concealing the fact they were contributing to these results in the first place.

Since your campaign strategy opted not to share your thoughts [during some twenty-five public debates] on how and why the use of drugs and the business of drug monies was needed for national security purposes - for some sixty-five years, we now look forward to a detailed account.

We need to know how a national security plan, intended to keep us safe, became the very reason for the death of our children and their imprisonment – by the millions – and why so many of our communities are unsafe places in which to live because of this unchallenged deliberate, systemic, sustained plan. This plan, enabled by twelve presidents (sixty-five years) (1943-2008), liberal and conservative presidents alike, was sanctioned to keep us safe but in fact jeopardized and destroyed the lives and families of the people.

Above all else, as concerned citizens, we need to know if it is your intent to have your administration be “Number 13” that stays the course and allows security policies to enter through our front doors to kill our kids. Instead,
we hope you launch a new vision of America for the 21st Century, a mission of both healing and hope, that would never allow such hideous acts again. For our part, we intend to assist you to find a resolution for this multifaceted, complex, political and moral dilemma and pledge a partnership in governing based on truth and mutual trust. God bless you, sir, and God bless America.
Part I – The Twelve

Since its inception, America has maintained the position that its national security must come first by any means. In a word, if we want to do something as a country and have the power, it then became “good and sufficient” to do it. We see this state of mind present in the making and sustaining of slavery, the moving of Native Americans during the Trail of Tears, removing the Mexicans from the southwest section of our country and the treatment of Asians during the turn of the 20th Century and again during World War II - following the attack on Pearl Harbor.

This “state of mind” is very dangerous and presents a great challenge to the next President of the United States for it is at the heart of where we are as a people today. It is a challenge that offers options. We continue the same mentality and behavior toward our fellow human beings that is proving to be so dangerous to our future or, alternatively and preferably in our view, we pause and take another look into the soul and greatness of America where we choose to rekindle the miracle of Philadelphia, the United States Constitution, in the 21st Century and fulfill the promise of a nation that must rest on the consent of the governed.

As President, you must challenge us, as a people, to do good to find and act on our collective moral and ethical limits so we never again casually accept a policy that kills kids – ours or anyone else’s – or destroy entires communities.. This challenge will require the courage to acknowledge publicly the existence of an “ill-conceived sixty-five year old plan that has created a nation of human casualties - kids called drug users - instead of victims of a plan.

So here we stand, as a people, divided by nations that do not have friends, they have interests which are in conflict with the rights of human beings and, at best, avowed moral and ethical standards. Perhaps we can find common ground by carefully examining the decisions made by the Twelve Presidents and measure our dreams and hopes for the future side by side.

The Torch of Justice in the 21st Century has been handed to each of us with a mandate to begin a “partnership in governing” with a new President. Only time will tell if our new President will prioritize the partnership, light the Torch, and keep it lit.
The following is intended to provide critically important coherent snapshots in history on decisions made during Twelve Presidencies (1943-2008) who changed the course of history of the United States; the world and redefined democracy in America. In an attempt to be fair and objective no final resolution or judgment can be made on any person or decision until we, as a people, hear, in depth, the motives and rationale for decisions made, who knew what about the consequences of the decisions made, when did they know, and what actions did they take to correct any harm or mistakes.

We hope the following will put this national nightmare behind us while beginning a new process that is just, informative, balanced and objective.

1. President Franklin Delano Roosevelt (1933-1945); initiated many presidential directives regarding national security and the Mafia. Of special import was permission for the Office of Strategic Services (OSS) naval officer, Anthony Marsloe, to meet and obtain assistance from Soaks Lanza, an under boos to Charles(Lucky Luciano, to stop German saboteurs from destroying our ships in New York City Harbor. On July 10, 1943 the Allies successfully invaded Sicily this time with assistance from Luciano himself.

Part of this assistance called for Italy to be turned over to the Mafia following the war. The process of accomplishing this task included the appointment by President Roosevelt of Charles Poletti, former Governor of New York, as the Allied Military Governor of Italy (1943-1946). Charged with overseeing the release of members of the Mafia, imprisoned decades before by the Fascist Dictator of Italy, Benito Mussolini, Poletti was also authorized to appoint these Mafia members to the highest seats of office throughout Italy. In essence, Italy was turned over to the mob and given access to international economics and security data.

2. President Harry S. Truman (1945-1953); By the time President Truman took Office, Americans had already lived through Prohibition, the Great Depression, and two World Wars. The people wanted their leaders to keep the peace and do so devoid of military action. As a result, when the time came to address the actions set forth by President Roosevelt in Italy, President Truman decided to stay the course, partner with the mob and fight the Communist. In 1948, he sent his new army, the CIA, (formerly the OSS) into Italy to make certain the mafia won the elections. As of today, the Mafia remains an enormous force in the world of drugs and drug monies.

This secret marriage made in hell changed the very essence of the meaning – democracy in America. Thus, leaving the American people to believe they and their government were supporting the same basic democratic tenets. Once fragments of these changes began to filter back to mainstream media – only one person, Henry Luce, Chairman, Time Inc. began funding an initiative to outline the values of a free press and the dangers of a press that abuse and misuse the truth in a free society. The effort produced the Hutchins Report – 1947.

The Report is divided into five volumes: News; Radio; Television; Movies; and Books. One outcome of the Report is a book entitled, Freedom and Responsibility of the Press by Robert Leigh that illustrates the role of the media as the “main bridge” that connects the people to the Constitution and our democratic way of life.

The Luce initiative never deterred President Truman from partnering with international outlaws and drug lords. The initiative was uneventful for the ten presidents that followed both conservative and liberal alike, for sixty years (1948-2008). All the decisions by these eleven presidents were made ostensibly to advance our lives, liberties and pursuit of happiness. Their decisions are now an open book for us to evaluate.

3. President Dwight D. Eisenhower (1953-1961); his administration oversaw the opening of the First Bank of Las Vegas, owned and operated by the Mormon Church. When all other banks began to refuse funding for the casino owners (the mob), it opened and became the sole bank for all casinos owned by members of the crime families. Hoover’s FBI allowed the arrangement to continue without interruption and never closed the Bank. The Bank is still in operation today.

President Eisenhower was preoccupied by the Communist threat. Therefore, when the CIA told the President that it needed a substance to be injected into possible spies, the President approve Project Truth Serum. The name given to the “secret formula” was Lysergic Acid Diethyl Amide or LSD. Somehow the formula for this high level CIA secret project was found in the hands of college students all around the country at a time in our history – (1950’s) when the drug issue was virtually non-existent. The Project played a major role in turning an America where drugs were not only not available – they were not socially approved to a country where drugs were both available and acceptable in the 1960’s. There was time to alert America of this new danger, but the alert never came.

President Eisenhower also advanced the notion that it was “good and sufficient” to interfere with elections and decisions made by other countries, such as throwing a duly elected President out of Guatemala and returning a Shaw in Iran (Persia) to power after being run out of the country by his people. These decisions are still coming back to haunt us today.

In 1961, President Eisenhower gave his very famous Military- Industrial Complex Speech. In a word, warning Americans not to allow these groups to get so much power that they become stronger than the government itself. President Eisenhower knew of the working connections between international drug lords and our intelligence communities but never connected the dots nor mentioned the enormous imminent dangers coming into our homes and families.

4. President John F. Kennedy (1961-63); the record is replete with overwhelming information connecting Joseph Kennedy, the President’s father, with members of organized crime, many who were and are deeply involved in drugs and the business of drug monies. President Kennedy, and his brother Robert, decided to work with organized crime members in battling Cuba and assassination of other world leaders such as President Allende of Chile.

A Congressional Hearing, following the Warren Commission on the assassination of President Kennedy, took the position that organized crime figures were involved with the assassination; a position millions of Americans agree with. It should also be noted that following the murders of President Kennedy, Robert Kennedy and Rev. Martin Luther King circa 1968, drugs and the business of drugs monies flooded American society and local communities in abundance.

While the Kennedy Administration was openly investigating the connections between organized crime, drug monies, multinational corporations, unions and the intelligence communities, decisions were secretly being made by Robert Kennedy, Attorney General, and many of the same persons under investigation by General Kennedy to murder world leaders, such as, Fidel Castro of Cuba,

5. President Lyndon Johnson (1963-1969); signed the 1968 Civil Rights Act. During the same timeframe, drugs arrive into America in huge quantities and the Age of Assassinations, including the Kennedy Brothers and Dr. Martin Luther Kings, become a tragic reality. During President Johnson’s term 80% of heroin that entered America moved from Turkey to the new source country, the South of France.

The administration’s CIA was the source of drugs given to our soldiers in Viet Nam producing an army of young men who came home as drug addicts, criminals, mentally ill, street people and inmates in prisons.

6. President Richard Nixon (1969-1974); opened trade with China. Crazy Ti – a major drug dealer in China entered and left our borders at-will while recruiting young Chinese men to sell drugs in out of local Chinese communities. Ti found safety and protection in America as he did in China. 80% of heroin that enters America comes in from new drug source country (France) >South of France <in place of Turkey. The White House Council on Drugs is started and is charged to keep President Nixon fully appraised of status of drugs locally and internationally.

Through multiple news publication, it becomes known that President Nixon is close friends with well known Teamster, Jimmy Hoffa, and Bebe Reboso, a Cuban businessman, closely connected to our intelligence agencies, Cuban rebels and members of organized crime.

Nixon Administration initiates the concept of “Block Grants”. In a word, funding is available to solve one part of a problem but no monies available for a comprehensive approach. Specificity, containment, becomes the standard practice for funding in government, private, corporations and foundations. Specificity outside of a comprehensive plan makes it virtually impossible to get to the heart of an issue.

7. President Gerald Ford (1974-1976); takes office when President Nixon resigns on August 9, 1974. Before becoming Vice President under Nixon, Ford is House Republican Majority Leader with access to high level classified information, including the status of drugs and the business of drug monies.

President Ford entered the Oval Office extremely well informed on these matters. The record is clear – Ford knew about the Roosevelt/Truman Decision of 1948 and those that followed by other Presidents. Ford has no direct or indirect connections to the drug issue but selects to be “willfully blind”.

8. President Jimmy Carter (1976-1980); early into his administration, President Carter fired 250 CIA operatives who were assigned to clandestine activities. They were involved in the CIA functions that connected U.S. intelligence with international outlaws and drug lords. By the time Carter ran for re-election, many of these same agents went to work for the (Reagan for President Campaign – 1980) that had started up soon after the 1976 Election.
This group would prove to be a major force in the defeat of Carter’s bid for re-election.

During the Carter Administration the U.S. Senate Select Committee on Multi-National Companies disclosed that the CIA was funneling monies through leaders of these companies to disrupt other governments around the world. Drug operations were tolerated in exchange for the safety of the companies funneling the monies and protection for oil, arm shipments and money laundering. Asia and Mexico replace France as source of cocaine and heroin in America. Ti becomes an even more powerful force in Asian communities.

After the American Embassy was taken over by the Iranians, ABC News lead story for 444 Nights was AMERICA HELD HOSTAGE. This decision considered by Carter Administration as media sabotage to destroy his plans for re-election. This decision was followed by the U.S. Senate Select Committee on Abuse of Power within the Intelligence Communities aka the Church Hearings.

In a word, the Hearings began by seeking information from former CIA Directors on what they knew or participated in the murder of world leaders. Very soon the priority was on a different topic. Based on the testimony given by several Directors of the CIA, led by Director Richard Helms, the Directors described how members of the media agreed to be on the CIA payroll for the purpose of disseminating misinformation, disinformation and, if needs be, destroy and individual’s reputation and credibility - even if they were innocent.

In order to verify these comments before the Hearing, Senator Frank Church (D-ID) contacted George Bush Sr., Director of the CIA, who agreed to provide Dr. Edward Bader with some 400 folders on this matter - amassed over 25 years.

Outcome:

. CIA had media personnel on its payroll from all levels in the written, TV
and radio;
. No media persons will appear before the cameras,
. CIA will not do this again unless “grave matter” and if they do, and do not
tell Congress, CIA will not be culpable for anything.
. National News Council developed by concerned citizens including former
President of NBC News to monitor media. Funding would come from
media but Funds were stopped when NNC attempted to monitor New York
. Times. From Woodward and Bernstein > Bernstein wrote extensive article
in Rolling Stones Newspaper: The CIA and the Media.
. Media around country treated story like a non-story.

February 1979, 60 minutes ran segment on the killing of people in Witness Protection Program. Names and locations of persons to be protected by this program were leaked from high level secret files in U.S. Justice Department to an attorney and then to members of organized crime in New York City.

9. Ronald Reagan (1981-1989); set forth a plan to solve the stealing of hundreds of billions of dollars by failed Saving and Loans. Vice President George Bush, Sr. was assigned to oversee the debacle. Plan concluded “the American people” should pay for the loss. Oddly, his son, President George W. Bush, in 2008, made the same decision when Wall Street and major Banks lost hundreds of billions of dollars.

Peter Brewster, a reporter for the Houston Post, wrote a series of article for a year and a half on this story where he found that 25% of all failed S&L’s was owned and operated by drug dealers, CIA, the mafia or a combination of any three. This too became a media non-story.

The Reagan Administration was investigated by the United States Congressional Hearings on Iran-Contra. In a word, Colonel Oliver North, Special Assistant to the President, was charged with selling arms to Iran and giving the monies to the rebel group in Nicaragua, the Contras; a direct violation of the Baldwin Act. Members of the committee were greatly concerned about the use and source of monies and although there was much talk about the source of the money being drug monies, not one question about drug monies was asked.

In mid - 1980’s Croaker Bank (California) Barnett Bank (Florida) Bank of Boston and E. F. Hutton were indicted for money laundering over a billion dollars each (E.F. Hutton – two billion dollars). No banks closed. No one went to jail. No major change resulted. Vice President George Bush Sr was put in charge of overseeing the crime.

Police and Police Officials in Miami, New York, Philadelphia, Chicago and Los Angeles were indicted for drug dealing and the killing and framing of innocent citizens. Vice President, George Bush, Sr. was once again put in charge as the Chairman, Southeast Task Force on Drugs, in Miami, Florida.

On March 28, 1988 Dr. Norman Bailey appeared before the U.S. House Select Committee on Narcotics Abuse and Control. Dr. Bailey was the Senior Director of International Economic Affairs for the National Security and Special Assistant to President Reagan for National Security Affairs.

Speaking of Manuel Noriega, Military Dictator of Panama, who was known to be shipping thousands of tons of cocaine for the Columbian Cartel, laundering billions of drug monies through banks/businesses in Miami, Florida and was on the payroll of the CIA for sixteen years, Dr. Bailey’s own words say it best:

“The United States government is aware of this situation (Noriega). It was and is and is for a long time, complete with names of companies, banks, individuals, etc. in excruciating detail. It saddens me to think that for reasons deemed good and sufficient, Democratic and Republican Administrations, liberal and conservative administrations, career officials and political appointees have all conspired for years to protect and abet a group of despicable international outlaws.”

When Dr. Bailey asked U.S. Officials of government who were connected to the Noriega Case, “Why did you protect him (Noriega) and allow him to do all he did?”, the response was essentially the same – “We did what we did for reasons we found good and sufficient.”

10. President George Bush (1989-1993): continued the practice of “containment” for the Southeast Task Force on Drugs.

On December 25, 1992, the United Soviet Socialist Republics (USSR) broke off into a wide range of independent countries. The world soon saw the rise of five international drug operations in China, Columbia, Italy, Japan, and Russia. About these countries Senator John Kerry (D-MA), former Chair of the U.S. Senate Select Committee on Intelligence, says in his book, New War, “the level of coordination and communication systems each of these groups has can be likened to the sophistication of most governments around the world.” – A fact he never mentioned when he ran for President in 2004.

The intent of this Committee of Five, Kerry adds, is to use monies generated by the “sale and investment” of illegal drugs to buy up “institutions” within a country such as [persons on Wall Street], the media, [banks], law enforcement, politicians, the UN, community activist, chemist, whomever. Buy whatever they need and leave human beings and rights on a list of expendables.

The Committee of Five needs government support – for without it – they can not function. They research of a city and the people therein to determine an appropriate plan of action. This research is used to formulate legislation that gets funds in the hands of various causes, but never enough money or resources to make a lasting difference. In a word, keep people eager and busy but not capable of going beyond “containment.”.

All of this speaks to the point that drugs and the business of drug monies are not issues. They are an integral part of a deliberate, systemic, sustained plan. Indeed, drugs and the business of drug monies is the largest business in the world. Its strength rest only in its money. If the money goes, the rest will fall apart. Yet, drug monies were never mentioned as a factor during the recent collapse of our Banking system and the debacle on Wall Street.

11. President William Jefferson Clinton (1993-2001); just prior to the signing of North American Free Trade Agreement (NAFTA) – January 1, 1994 - between America, Mexico and Canada, Phil Jordon, the then head of DEA for the Mexican border, began communicating with the White House, the Speaker of the House – Newt Gingrich – his superiors and many other officials of government on information he had concerning the drug cartels in Columbia buying up virtually all the trucking companies in Mexico.

Reply from President Clinton, Newt Gingrich, and all superiors – Jordon was not to say or do anything that would interfere with the signing of the treaty. Thus, the Cartels were given a “right of way” to move tons of drugs and hundreds of billions of dollars across our borders. Drugs rose to record breaking levels following the signing. Jordon told his story on 20/20 after he retired.

Following Clinton’s second election in 1997 during first press conference, White House correspondent for Washington Post, Helen Thomas, asked President Clinton, “When you were governor of Arkansas, a U.S. military plane landed in Arkansas loaded with a shipment of cocaine. What did you know about that shipment? President Clinton’s reply was as critical as the question itself.

“You need to contact the U.S. Attorney’s Office in Little Rock about that shipment and they will tell you I didn’t know anything or have anything to do with it.” In a word, the shipment did happen. Neither Helen Thomas nor anyone else in the media asked a follow-up question.

12. George W. Bush (2001-2008); was in great opposition to convening the 9/11 Commission but reversed his decision based on public pressure and the Families of 9/11. Although members of the Commission attempted to downplay the role of drugs in 9/11, they too reversed their position when questioned about the source of the drug monies the Taliban used to train some 22,000 recruits.

Support of this fact was on record with statements given by world leaders prior to the convening of the commission. Again, in their own words:

May 7, 2000 – President Vladimir Putin (Russia) “There is a worldwide terrorism problem and it is funded by drug monies.” His call for an international conference never developed.

September 14, 2001 – President Jacque Chirac (France) – from White House lawn. “We must coordinate our information and trace terrorist monies. There are drug monies there.”


September 19, 2001 – Paul O’Neal – U.S. Secretary of Treasury – Charles Rose Show – For the past twenty-five years the Treasury Department has spent $250 million on money laundering cases ($10 million per year) – Over twenty- five cases, Treasury won (one) major case.

September 24, 2001 – President George W. Bush – CNN – “Drug monies are the lifeblood of terrorist activities. If the [banks] around the world do business with them, protect them, or tolerate them, they will not do business with the United States.”

March 20, 2002 – 20/20 – Crown Prince of Saudi Arabia – “I am going to the United Nations and will call for a resolution to wage a worldwide war on the drug issue and terrorism.”

August 5, 2005 – Hardball TV Show – Host Chris Matthews asked former Drug Czar, Barry McCaffrey, “I thought we won the war in Afghanistan .. how come 93% of all the heroin in the world comes from Afghanistan? McCaffrey: “Before one marine’s boot hit the dust of Afghanistan, Secretary of Defense, Donald Rumsfeld, order the generals and military not to interfere with the drug lords or the drug shipments.”

2007 --- 7,000 kids dropped out of school every day (over a million kids) while 750,000 returned from prison. Commonalities between both groups: 60% black, uneducated, poor family connections and both in jail for drugs.
This systemic cycling constitutes America’s own Apartheid.

April 2, 2008 – Congressional Hearings on Oil Profits – Six million gallons of oil are used up every second of every day in America. Oil, like drugs, is interconnected in many ways with national security interests.

Current conditions have the heroin coming in from Afghanistan and the primary entrance point of virtually all drugs coming into America through the Mexican border where a virtual battle field is a daily event - including beheadings. Twenty-five billion dollars was wired into Mexican [banks] in 2007. Only four billion of which was used for basic human needs, Twenty-one billion was drug monies.


Part Two Omnibus Acts
For members of our government to enable the illegal sale of drugs and money laundering operations is more than a crime, it is a direct affront to everything that is decent and good in America and its people. To reduce the quality of life, to provide assistance to international drug lords, to imprison young people in the millions [consistently more young black men as a group] to kill our loved ones, in the millions, under the guise of national security, is tantamount to America’s own version of Apartheid. In similar terms, to turn the communities of America into havens for gangs and weapons of mass destruction (WMD), to turn our children into gangsters, is an act against God - a moral imperative, that can no longer be tolerated nor denied.

In an attempt to reverse this unchallenged sixty-five year old practice, the Consent of the Governed Family and its thousands of friends and supporters will soon submit a legislative package which we call - the Omnibus Acts.

Act One Truth and Reconciliation Commission

The Commission, appointed by the President, will afford the public-at-large, the opportunity to hear directly from the highest levels of our government, past and present, on why they made the decisions they made, for sixty-five years, regarding drugs and the business of drug monies, what steps were taken to reverse these consequences, and how the consequences of future decisions can be anticipated and prevented from harming all Americans as well as all members of our human family.

Act Two The People’s Bill

This Act calls for the confiscation and return of all drug monies to the communities of America to be spent as they see fit with one exception. Monies needed to protect the safety and lives of those in law enforcements must be made available for such use. No monies are to be controlled or managed by persons within government. Of course, citizens may seek there counsel.

Act Three Code of Sacred Honor

The Act calls for a system of accountability and responsibility for elected and appointed representatives. Rationale: Concerned citizens do their part by willingly giving their power to folks who are to use it to do them good – not harm .When they do harm, citizens have a right to know why.
